Using the Attribute Validation precondition with work item templates

Since work item templates do not allow to "parameterize" attributes besides planned for and filed against, we've run into a situation that's not ideal.  We have several requirements:
1. Must be able to prepopulate the work item from a template
2. Some of the fields are required to be filled in before being allowed to transition to In Progress
3. We have Validators specified on some of the required fields (i.e. they must contain valid values).

The problem is that you can only trigger the Attribute Validation precondition on Save Work Item but there is no way to specify that you want the validation to run only after the template prepopulates the work item and the user is given an opportunity to modify the required fields.  As it's designed now, Attribute Validation will prevent the work item to even be created since the template does not specify "compliant" values for those fields (if it did, the user wouldn't be forced to enter the correct fields).

Is there a suggested way to address this need?
