Eclipse 3.4.X Bug and its removal

I used the equinox launcher org.eclipse.equinox.launcher_1.0.1.R33x_v20080118.jar

and ran into a java 13 error,
the work around was performed as suggested by http://wiki.eclipse.org/Equinox_p2_Removal

How ever , my build still throws the same error
I am using the RC2 build of team concert (RTC-Client-2.0RC2-Win.zip)
