Klaus,

as far as I can tell, there two things affecting the language settings:
  1. Most of the UI will use the locale settings from the webbrowser
  2. Artefacts will be localised during project creation; you select the project locale during creation

Of course, you need to make sure that the language packs are installed and deployed on the server.

However, from my experience it is a good idea to stick with a single language. If not, you can easily end up with a funny mix of languages (some PAs in our environment show this).
