Hi,
I would like to know what does RQM really check (in details) in a requirement during reconciliation process in order to state that a requirement has been changed.

Requirement reconciliation checks if the modified date of the requirement/collection has changed or the requirement/collection has been deleted since that last reconcile operation.  Please see https://jazz.net/help-dev/clm/topic/com.ibm.rational.test.qm.doc/topics/r_req_reconciletypes.html.
