I have noticed that on the dialogue box for selection of users, the dialogue states "to search by last name, press space then key the last name"

I think there has been assumption here on how names are perhaps stored in an ldap version..

In our instance, pressing space and keying in the last name, it actually searches and find results for first name - its reversed.

so <space> + steele for example would look for steele as the first name not the last name because of the way our ldap settings are ...

Can that information be adjusted ?

In the latest versions of Jazz Foundation and therefore RTC we have
re-worked the searching algorithm for the user selector dialog in the
Eclipse UI client.
A space now indicates to search on a word boundary and the wildcard (*) is
supported.

I would propose you give the RTC RC2 (I20090529-1347) a try.
If the funcationality still does not meet your needs, please log a work item
