Change encode type when download RQM test case execution record to csv format file

When download RQM test case execution record to csv format file, the encode type is used "UTF-8" as default, are there any way to change encode type to "MS932(Shift-JIS)" when download csv file? Is it possible to use REST API to achieve this task?

Any help on answering there will be much appreciated.

No.  CSV export and the RQM Reportable REST API encodes all data as UTF-8.
