How to build custom discovering services !!

I am having query regarding discovering services. As above link Using the discovery chain method at this point they show us how to discover services using catalog
but when I run Bugzilla and automation example. I would not able see <oslc_disc:services rdf:resource=
"https://myRtcServer:9443/jazz/oslc/contexts/<genId>/workitems/services.xml"/> this kind of services
In Eclipse Lyo automation project catalog why services.xml(.xml) is not generated ?
