Does RTC support the Scaled Agile Framework (link) including:
  • Team level
  • Program level (e.g.release train, IP, scrum of scrums, ART metrics, etc.)
  • Portfolio level (e.g. business epics, budgets)

Currently, the only tool that I am aware of supporting it is Rally.

Is there a project area template in preparation for Scaled Agile?

There is some work ongoing in 6.0 for this:
