Problem: Formal Review Select Users window does not filter

Issue:
On the Select Users window for the Formal Review section of a Test Case or Test Plan the text entered for the filter is ignored and all users are listed.

Scenario:
1. Open a test plan or create a new test plan that has the Formal Review section.
2. Go to the Formal Review section
3. Click Add Approvers/Reviewers button
4. Select Users window will open up
5. Enter text in the filter area and observe the list of users listed to choose from:
- Enter part of a user's name: All users are listed
- Enter text that is not in any user's name (something like 'zzzzzzzzzz'): All users are listed

These steps can also be repeated with Test Case instead of Test Plan.
