Can the "Do you know your browser is out of date?" pop up be customized?

There is tools, options, advanced and you can tell the browser to not check for updates. Then it doesn't know there is one and wont display or hijack your browser.
The customized option is jReject a jQuery plugin that you can set up to customize this message. I haven't used it before since the latter is typically fine.
