How can users be given permission to delete Work Items from a project created from the html source code from another project?

I created a new project using a scrum template.  Using Eclipse, I then copied the content of the "Process Configuration Source" code from the old project to the new project.  In the new project, everything seemed to behave correctly except for one thing.  The users could not delete work items.  Access and permissions were setup for these users to be able to delete work items but these still could not.  No error messages are generated, deletions just fail silently.  Anyone have any ideas what else I might try?  I am getting ready to recreate the project and this time not copy the source code from an existing project.

Are the two projects on the same or different servers?  If they are on different servers, are the users part of the JazzAdmins or JazzProjectAdmins group on the "new" server?  http://www-01.ibm.com/support/knowledgecenter/SSYMRC_5.0.0/com.ibm.team.workitem.doc/topics/t_deleting_work_items_web.html?cp=SSYMRC_5.0.0&lang=en states that users must be in JazzAdmins or JazzProjectAdmins AND have a role in the project area that grants them permission to delete.

Also, the steps you used to clone your process is not the suggested way.  You can follow the instructions here to create a process template based on an existing project area:
