RM - Export of Requirements has old value for Summary field of Implemented By

When running a query in RM the current value of the "Implemented By" field displays the correct current value but when the query is exported to an excel file the excel file has an older value for the "Implemented By" field (for a particular record).

Any ideas why the export included old data?

I believe this is a known issue tracked under the flowing WorkItem: 
WI121568 QM: UI Column display differs from Download as Spreadsheet (.CSV) data
