Link setting from DOORS 9.5.1.2 to RTC doesn't work anymore

we have here a strange behaviour. We want to create a link from a DOORS object to RTC. If we press the "Ok" button the dialog with the artifacts closed but no link in DOORS is created. Now error message nothing happen. We have that behaviour only on normal desctop computer. If we create the same link out of DWA it works. After that we installed a DOORS client on our server machine and tried the same... it works.
But on all three environments we aren't able to create a new WorkItem. Here we ever get an error message "Cannot create working copy".
At the end if have to say that all has worked in the past without problems.
