RQM 4.0.6 Manage Project properties "Test Case Categories" Values are not loading.

 Test case Categories Values are not loading. Adding new values, doesn't show up in the list. This is happening only for Test Case Categories in RQM 4.0.6.
     Any suggestions what is causing this?

It looks surprisingly similar to this one. Is it the same problem?
