After upgrading RTC,RRC,RQM from 4.0.1 to 4.0.6 getting error creating "impacts" links in RRC

Prior to upgrading to 4.0.1 we could create "impacts" links with no issue. Now we get error - CRRRS4507E Links cannot be created..

Any ideas why? No error shows up in the rm.log file.

The request of https://<server>:9443/rm/links returns a HTTP 403 (forbidden) error. Hard to do troubleshooting on the forum. Please open a PMR.

In 4.0.6 there is a defect creating custom link types between two team areas where this error appears. The following is a link to the defect work item.
