Putting restriction on requirements

Can we put on some restriction for some specific requirements (confidential requirements)

I assume you mean "restrictions from viewing". That's call read access controls. In the Jazz RM application read access is controlled at the project level: if someone has access to a project, he/she can see everything in it. There are more detailed controls for create/update/delete -- see the product documentation for details.
