Problem installing CLM-WEB-INSTALLER-WIN-5.0 ON Integration Bus IDE

 I downloaded and installed the Server from CLM-Web-Installer-Win-5.0 onto Windows 7 Ultimate 64 bit.

When I tried to install the Client for my Integration Bus IDE (Eclipse 3.6) everything seems to go well until the end.  I am running the Launchpad as Administrator, and installed into the existing Integration Bus Package, but I am getting a Failed installation with...

I have uninstalled and re-installed server and Integration Bus as well as rebooted after installing the server but before installing the client, no change to the exception thrown.

At a loss.

java.lang.IllegalStateException: Unable to acquire application service. Ensure that the org.eclipse.core.runtime bundle is resolved and started (see config.ini).
