RTC for managing change request and RRC for requirements management

Hi there, we use RTC managing change request and RRC for requirement management.  As change request work item is approved, the requirement artifacts will be created accordingly in RRC.  Link type "Tracks requirements" is added in change request work item in RTC, linking to requirement artifacts in RRC.  It is done manually at the moment.  We are looking for a way that can create requirements artifacts from RTC work items such that the link between can be added automatically.  Appreciate sharing and advice.
