Should I always stop the applications first before turning off IHS?

I am already starting using a distributed topology in CLM solution and I would like to know the restart sequence.

Should I always stop the IBM Collaborative Management (CLM) applications first before turning off IBM HTTP Server (IHS)?

CLM applications need to connect between each other. The communication goes through proxy server. Therefore to avoid connection errors in CLM applications you should stop CLM applications before stoping IHS.
