Keyboard shortcuts within pending-changes view?

If you are allowed to update the comment (i.e. if it is a change-set you
have created), then you can use <F2>.
In general, use the "General > Keys" function to add/remove keyboard
short cuts.

As a wider question, is it possible to add short cuts for other
activitives too, such as a file's history, deliver all within a
project, etc..
In eclipse, Windows>Preferences>General>Keys has the list of commands that can be bound to keys.
By default, Edit comment (Rename command) is F2. History is Ctrl-Shift-F12, and deliver is Ctrl-Shift-F9.
