Things that come to mind:
- the /server/conf/rm/friendsconfig.rdf file is not writable by the user under which the JTS/RM server is running
- is it the first time you try to register RM with JTS?
And can you look in the /server/logs/rm.log and jts.log files if there is related logging of the error you see during registering RM during setup and post that here

Oct 17 '14, 12:11 p.m.Same error here, we registered the rm application once, but the setup did not showed the Requirements Management section, so we removed the application and tried to register it again, now we are getting the same error on the setup step to register RM (Error 400 with an enclosed ForbiddenException)
