Hi Jeremy,

Things that come to mind:
- the /server/conf/rm/friendsconfig.rdf file is not writable by the user under which the JTS/RM server is running
- is it the first time you try to register RM with JTS?

And can you look in the /server/logs/rm.log and jts.log files if there is related logging of the error you see during registering RM during setup and post that here

Jeremy Cardon commented Apr 26 '14, 6:47 p.m.

This is not the first time we have tried to register which led us down the consumer key path and we got that problem resolved.  still getting the forbidden message listed above.

Monday I'll look at the permissions.
Thanks for the response.

My stack is a little different:

Same error here, we registered the rm application once, but the setup did not showed the Requirements Management section, so we removed the application and tried to register it again, now we are getting the same error on the setup step to register RM (Error 400 with an enclosed ForbiddenException)

Our Environment: AIX 7.1, DB2 9.7, WAS 7.0.0.29 and CLM 4.0.6 on a distributed topology

Some more info about this:

1. jts.log did not show anything at all. The same applies to SystemOut.log and SystemErr.log where the JTS application is running

2. The rm.log talk about the ForbiddenException just after saying that it successfully updated the fronting.properties and friendsconfig.rdf files, so it does not looks like a file system permission issue (Double checked that files are regenerated). Enclosed on this ForbiddenException we can see a HTTP 403 error for the https://<host>/jts/storage/com.ibm.rdm.configurations/repository-version URL

3. The SystemErr.log file where the RM application is running raises a java.lang.IllegalStateException: No match found just a few milliseconds after the ForbiddenException found on the rm.log file
