Rational Insight The Dispatcher cannot service the request at this time

Has anyone seen this error in Rational Insight (v 1.1.1.2) in a Windows 2008 Server R2 environment with content store in MS SQL Server 2008 R2 on a separate machine? Our environment has been up and running for several months. Yesterday, we set an Archive Location File in the Global Configuration window (General tab) and saved the settings and restarted the Websphere Rational Insight service after which we received the following error. 

DPR-ERR-2109 The dispatcher cannot service the request at this time. The dispatcher is still initializing. Contact your administrator if this problem persists.

The Cognos service will not start. After this, we restarted (rebooted) the server and still get the same message. In Cognos Configuration, all URIs have been set to use the server name and not localhost. Also, when I right click on Content Store and click Test, the test succeeds without errors.

In cogserver.log, the following message occurs:

DPR-DPR-1004 Expecting a BI Bus XML response but got: Error 500: javax.servlet.ServletException: Content Manager has not been started. 

Any help/ thoughts will be appreciated. Thanks.

Hi Kunal,

Check what happened before that in the logs, you should see a reason why the Content Manager was not started.

I've seen similar when the database "environment" was not imported into the command shell before the startupĀ  of the WebSphere.
