Should you be able to add tags to a module during a review

I set up an informal review of four modules. My team needed to open each module to add comments and tags. When you open the module within the review, the option to add tags is not available (grayed out.) The only way for my team to add tags is to open the module from the Artifacts page. Should you be able to add the tags to a module during a review? (I didn't see a permission or anything else that explains this behavior.) Thanks!
