Can anyone explain what the percentage figure is that is shown on the project details widget of an RTC dashboard?

It doesn't correspond to any of the figures shown in the hover pop-up or the detailed plan view if you click through.

And I couldn't find anything in the help or the forums.

Seems pretty basic - anyone know the answer?
