It will actually delete resources. For example if you archive a project, but the resources are still there and can be restored. If you use the deleteJFSResources it will remove the resources, history and revisions will be gone. Here's a link that describes this.

My understanding is that this command has no effect on CCM and QM (and there is no corresponding command for CCM and QM). But we'd need one of the CCM/QM developers to confirm the accuracy of that understanding (:-).
Yes, it is only for RRC. This is documented in the info center.
