Receiving an error when trying to install RTC eclipse client

I downloaded the RTC eclipse client from (https://jazz.net/downloads/rational-team-concert/releases/4.0.5/CLM-Web-Installer-Win-4.0.5.zip)). When I run the installer I get an error almost immediately ' Unexpected error in startup resynchronization'. Some of the details include:
java.lang.IllegalStateException: No metadata found for installed package com.ibm.webshepre.business modeler.advanced 6.110_20080617_1055

Is there an existing IM installation on your machine? If so, which version?

Not that I can see. However, this is a new Windows 7 machine. I had RTC installed on my previous Windows XP machine and utilized the 'software migration assistant' when I received the current machine. Even though RTC is not installed could there be artifacts or files that are causing the issue?
