Hello James,

Framework manager is included in the Development Tools package and it's a separate install from the Insight report server.
To make them work together you need to run IBM Cognos Configuration that is in the DevTools installation and point it to your report server.

After that you can load the framework manager model that comes with Insight or CLM, customize it, and publish it to the report server.
