how do i "Synchronize Attribute" using command line

We have been using RTC for some time and there are thousands upon thousands of work items. There is now a requirement for new attributes.

Synchronising attribute using the methods suggested (gui, query for work item, synchronise) can be very tedious when there are 10's of thousands of work items (repeat for each new attribute).

Is there a way (easy?) of doing this using command line?

no.. you would have to write an app to use the api.

There was an earlier enhancement request on this but currently there does not seem to be any plan for it.

You can review Synchronize Attributes Improvement Request: Create repotools command or admin portal option to attribute sync ALL work items (Unresolved/Resolved/Both/Other).(274934)

especially comment 4 and comment 5 which expand on an alternative way to achieve this.
