Yes the limit is still there. Although we've done internal testing beyond that as part of the effort 2.0, we're not yet ready to make all early 2.0 builds capable of going beyond the 250 user limit. We are looking however at a way to make a > 250 user key available for those people that want to test this capability as opposed to evaluating it in a production environment.

Scott Rich, Jazz Foundation PMC Lead, has just posted on the Jazz Team Blog about scalability and our efforts to go beyond the 250 user limit.

Scott's blog post highlights the fact that we just posted a key that will enable you to test with up to 10,000 concurrent users with Developer Access Licenses.

We're still working on the editions for the 2.0 Release but I can say that we are planning one edition that will support more than 250 developers.
