I'm receiving this error whenever i try to load my repository.in eclipse.

Maybe you are hitting a known problem and you might need to use the workaround as mentioned here.

If not, as suggested by Krzysztof you will need to raise a PMR with IBM Rational Support.

Workaround #2 of this article worked for me:
Workaround 2: Modify eclipse.ini
Locate the directory where the Rational Team Concert client was installed, and find the
eclipse.ini
file inside it. Edit the
eclipse.ini
file, and find and remove the following line from it:
-Xshareclasses:name=IBMSDP_%u
