Can I link via RLIA to HP QC using a composite document?

Yes you can link any requirement. The composite artefact is a requirement object in its own right, as are all the embedded requirement objects. Typically you will create a Collection containing all the requirement artefacts you wish to associate, and you relate this Collection to a Test Plan/Project. Then you can do coverage analysis and planning between the requirements in the collection and the test cases in the plan.
