WAS6.1 RPM Base Version, creating users in RPM vs Fed Realm

Can anyone help? We have configured Federated Realm with File repository.
Users can be created in WAS Console and have the ability to logon to RPM. However, these do not appear under RPM. If we create users in RPM, they aren't linked to the Federated Realm. Is this working as designed (and missing the point) or have we probably configured this incorrectly.

Any help or advice would be appreciated.

Hi please read RQM for RPM - confussing my acronyms!!
