RSA DM has two ways of working:
- Importing models from RSA .emx files
- Storing the models directky in RSA DM from the start

It is not manadatory for the models to be stored in RTC SCM in order to be able import them into RSA DM.

In addition to Lara's comment, you can have a look at the online help section: Ant scripts for pulling model content onto the Design Management Server.
Else, in the IBM Rational Software Architect Design Manager Import Engine installation directory, you should have some sample ant scripts (eg <IBM_INSTALL_DIR>\RSADMImportEngine\cvsAntScriptTemplate.xml) that you could get inspired from.
