Folder not shared error using scm deliver

I am having an issue trying to deliver a baseline using scm. This is with RTC 4.0.4 on Win 7. When I attempt the command
lscm deliver -r <repo> -s <src workspace> -t <target stream> -b <baseline id>

I keep getting the following error:

Problem running 'deliver':
"C:\Users\IBM_ADMIN\AppData\Local\jazz-scm\scratch\1" is not shared.

As an extreme, I tried sharing that ..scratch\1 folder in Windows with Everyone, Read/Write, but I still get the same error. Any suggestions how to resolve?
