How can editing existing changeset comments be prevented?

0	Ed Koezly (46●5●4) \| asked Feb 19 '09, 10:18 a.m. Existing changeset comments can be edited either via Eclipse or SCM.EXE. Is there a way to disable editing of comments or only allowing additions, as it is for work items?
