Against each work item, and indeed the PA or TA name, is '?' icon that contains narrative.  For example, against a work item, it appears as;

"Use this editor to create or modify a work item.

Creating work items

Working on and resolving work items"

Is it possible to configure that text?

I think they are not just texts but back links to help topics coming from /clmhelp application and I don't think there is a way to change these.

Richard, Indradri is correct.  The underlined texts are links to help topics that could be helpful to you in performing your task.  The text that is underlined is the title of the particular topic, and they cannot be changed.
