Restrict work items still show on Event Log hover

When a user is restricted from seeing a Work Item, the items still appear in the Event Log.  Showing the summary isn't an issue, as there are other location in RTC where hovers show the summary.  But the Event Log's hover does not appear to behave like other work item hovers which restrict the information shown.  Instead, the Event Log's hover shows all the status - description, planned for, owned by, *estimate*!!, etc.  This is not good!

Is this a bug, or am I missing a configuration item (hopefully)?  From a config perspective, we have a separate "customer" team and they are assigned a "customer" role that has permissions to create 2 work item types and perform work item queries.  Customer users cannot artifacts owned (and restricted) by the teams - streams and components nor can they see restricted work items.  But they can see everything in the Event Log.

If it is true, then it is really big issue.
I would suggest you opening new defect on jazz.net: https://jazz.net/jazz/web/projects/Rational Team Concert#action=com.ibm.team.workitem.newWorkItem&type=defect

It will be investigated by development then.
