Jia,

as far as I know only RTC provides an SDK. The SDK also only provides code and libraries for RTC and JTS. Some of the API's might be available in RQM, but I am not sure if you are supposed to use them.

No, I don't. In the past the RTC SDK allowed some extensions to the RQM work item component. Not sure if this is still the case and if you can at least archive something.
