non-text characters stripped from CSV uploads

When uploading artifacts from a CSV, I get the following:
Source: The "interaction description" field
Artifact: The "interaction description" field

How do I avoid the " tags?

Jazz 3.0.1 is in use.

Hello Thomas,
What non-text characters are you referring to? A CSV import only supports UTF-8 characters. Can you provide a screenshot of the CSV file and what the results look like?
