Is it only possible to add a maximum of 25 requirements at a time to a collection?

The Add to Collection dialog appears to limit the user to adding a maximum of 25 requirements at a time. If there are hundreds of requirements to be added, is it really necessary to invoke Add to Collection (number of requirements/25) times?

It looks like you can select more than 25 items if you open the collection then click the Add Artifacts button.  The subsequent dialog only displays 25 items per page, but if you click on the first artifact, then shift-click on the last, it will select all 25; if you then click Next to go to the next page, you can again shift-click on the first item in the list, and it will add those to the previous selection (so you'll now have 50 selected).  And so on.  I'm not sure how long that behavior has been in.

There are a few other ways to add to a collection.

You could create and save a View based on some criteria that would encompass all the artifacts you need. Then, from the Views section, hover over the view name until you see the pencil icon. Clicking on the pencil icon will pop up a menu from which you can select "Create Collection".

If you must add to an existing collection, then you could also change the artifacts grid view to show 50 artifacts instead of the default 20. Click on the Select All checkbox and then you should be able to do "Add 50 Artifacts to a Collection" (again, by clicking on the pencil icon)
