RQM export - TER's missing

When I attempt to export a Test Plan within RQM, clicking the "Export Summary" option, some plans export the Test Execution Records, and some do not.

Has anyone experienced this?  Perhaps a bug?

If the selected test plan(s) contain test case execution record(s) but they are not contained in the generated PDF document, it's a defect.  Please open a RQM defect.  Note, I could not find any related RQM defects.
