Progress and Load red bars are not working on sprint plans

 After migrating RTC from v2.x to v3.0.1.5, we've noticed that our sprint plans are no longer displaying the red bars.  Does anyone know how to fix this issue?

Here's the report before v3.0.1.5 migration where red load bars are getting rendered.

Has anyone seen this issue before?  Why would the red progress bar disappear and how do I fix this issue?

Appears similar to : Progress bar not rendering the Behind by values correctly. (235151) which is fixed in 4.0.1
