I don't think OSLC defines mailing mechanism, I quickly ran through the latest finalized OSLC CM spec and was not surprised to see no reference to mailing concepts : http://open-services.net/bin/view/Main/CmSpecificationV2
even the latest version which is in draft stages does not speak of mails. i guess you may have to handle it yourself in your external application.
