 I have number of users reporting that accidental "Enter" key hit often drives them out of workitem page they are working on as Internet Explorer automatically focus on "Cancel" button when a new workitem is created. 

This problem does not occur on Firefox and Chrome.

Is there anyway to change current behavior of RTC Web UI automatically focusing "Cancel" button for Internet Explorer?

Good point! I have created new defect for that: https://jazz.net/jazz/web/projects/Rational%20Team%20Concert#action=com.ibm.team.workitem.viewWorkItem&id=273918. You can simply subscribe to it to track the progress of it.
