Is there anyway to set Access Control in the process template so that it defaults to something like "Everyone" for all new projects created from that process template?

As far I can see, it doesn't seem you can change the "Everyone" to something else, however you can change the permissions of any role and extract the process template to be used elsewhere for creating new projects.
Not being too sure, if you main concern is changing the Everyone role, you may want to look at this post where Jared explains/shared some interesting information.
