Which Editor Presentation Governs the Display of the Hover Details for Work Item Hyperlinks?

When you mouse over a work item hyperlink in the web client, you get a pop-up presentation that shows a preview of the work item's attributes. This presentation is different from the presentation you see when you actually open a work item.

I'm trying to understand how to customize this preview window. I had assumed that this presentation was controlled by the editor presentation "com.ibm.team.workitem.web.inline", but this doesn't appear to be the case. Our environment has defined configurations for that presentation, but it doesn't seem to match what I actually see in the work item previews.

I don't believe the hover content is exposed as a customizable presentation..
