Open vs Closed report - Team filter not showing all teams in PA

When running the report - not all the teams showing in the Team Area Filter window, only 3 out of 9 teams being displayed.
The teams are in a flat structure under the PA

With some reports, for a Team Area to show up in the parameter value list, the following conditions need to be met:
1. the Team Area needs to be associated to a category
2. there must be at least one work item filed against this category.

Yes the Team Area is associated to a Category and at least 1 WI per team area.
