Why is a link invalid for use in my post?

JAZZ DEVELOPER
When I try to create a link using this URL from the information center:
http://pic.dhe.ibm.com/infocenter/clmhelp/v4r0m3/index.jsp?re=1&topic=/com.ibm.jazz.repository.web.admin.doc/topics/c_license_mgmt_over.html
It tells me the link is invalid

Hi Karl,
It looks like the editor doesn't like the '?' in the URL.  I pasted the same URL in the link properties dialog and once the question mark is removed, the message goes away.
