Buid schedule doesn't kick off or email notification doesn't go
I scheduled the build at 6:00 AM ET everyday. But, it doesn't start at that time and Also, I have provided a email list for notification..None of them get the email.

To troubleshoot, does the build start from the build definition when requested manually with the build engines running? If email notification is configured and running otherwise in your Jazz environment I would guess it was not sent since the build never kicked off.
Are your JTS and /ccm in a distributed topology? Sharing a time server for synchronized time? How about the machine on which your build engine is running?

I Manually start the build from build definition page. Build is successful. but, no notification.
