Creating work item in RTC command line

 I see how to associate a change set with a with a work in the command line but not how to create a work item.  There this document but it is java code

Hello Shawn,

CLM does not have a command line utility like SCM to create work items.  Users willneed to create an application to perform that task.

The following RFE has been openned. 
Add out of the box command line functionality to create / read / update / delete work Items  (265601)
